If you're using Minneapolis city water, they appear to have put in a large dose of chloramine - possibly to clear out the storm sewers.

Half of my discus laid down after their 100% water change this morning. This water was drawn yesterday, warmed and degassed overnight. Had to double the Chloram-X dosage in all the discus tanks, although the angelfish tanks all looked fine. But that's because discus are such a PITA.

Extra dechloram is cheap!
