I was inspired by Jason Swanson's MAS talk last week to do a bit of googling on the subject of hobbyist preservation of endangered species. Right away I came across carespreservation.com, which seems like a great initiative to track endangered fish species in captivity. Alas, that site seems to be only half-written and more-or-less defunct.
Does anyone know anything about the state of CARES, or know about other initiatives to manage hobbyist captive-breeding programs? For example, does the ACA maintain a registry of who is maintaining which Victorian species?

Yes Claudia maintains a registery but those keeping fish need to update Claudia on regular basis for the registry to be of value. My suspicion is that those keeping the fish are not updating Claudia.
