If you have a camera with slave flash attachment, you can try a lot of different approaches to capturing the image you want.
Try turning tank lights off. Use a slave flash above tank resting on the glass. When fish swims beneath flash, take your images. Also, if you can try using half of the normal flash or even 25% of normal flash.

Hopefully, a better photographer than I will have just the solution for you.
IMO, neon looks better in lower light than higher intensities.
